STEM of course refers to Science, Technology, Engineering and Math. As I understand it, most US politicians hold law degrees as their primary post secondary accomplishment and this contrasts the educational backgrounds of politicians of most other non-north american leaders.
The most notable example is that of Germany's Chancellor Angela Merkel. She has a doctorate in physical chemistry and wrote her thesis on quantum chemistry.
The presumption here is that the educational interests of an nations political leaders reflects the domestic and foreign policy of the nation and of course drives the course of that nation.
